Jui-Sheng Rayson Chou is a Chair Professor at the Department of Civil and Construction Engineering and Vice President of General Affairs at the National Taiwan University of Science and Technology. He specializes in construction engineering and project management, focusing on applying data science and artificial intelligence (AI) in engineering management.

Dr. Chou earned his Ph.D. in Construction Engineering and Project Management from the Department of Civil, Architectural and Environmental Engineering at The University of Texas at Austin. He is a licensed professional engineer and serves as the Civil & Hydraulic Program's Chair (Convener) at the National Science and Technology Council, Taiwan (NSTC). He is also the President of the Taiwan Construction Management Association. Throughout his career, he has consulted for numerous private and public engineering organizations.

As a prolific author, Dr. Chou has published hundreds of journal articles, book chapters, conference papers, and technical reports, many of which appear in high-impact journals. Scopus, and ResearchGate recognize him as one of his field's most highly cited scholars. As a dedicated educator, he has mentored over 120 graduate students and serves on several international journal editorial boards.

Dr. Chou’s contributions have been recognized with numerous accolades, including the NSTC Outstanding Research Award (received twice), the NSTC Merit Research, the Excellent Young Scholar Research Project (awarded twice), and multiple Best Paper Awards at prestigious international and domestic conferences. He has also received the MOE Excellent Senior Faculty Award, six University Outstanding/Excellent Faculty Research Awards, and the Excellent Industry-University Collaboration Faculty Award. He was nominated for the Eni Award and ranked among the world's top scientists in Building & Construction and Information & Communication Technologies. Elsevier has recognized his work for outstanding contributions to peer review, with several of his papers being named ESI Highly Cited Papers and Most Cited Articles by Elsevier and ASCE.

Dr. Chou holds an endowed chair and distinguished professorship at the National Taiwan University of Science and Technology. He is the Del E. Webb Eminent Scholar at Arizona State University’s Del E. Webb School of Construction and a Research Institute for Sustainable Urban Development (RISUD) Visiting Fellow in Construction Management of The Hong Kong Polytechnic University, awarded by the Kwong Wah Education Foundation.

His primary teaching and research interests encompass civil and hydraulic engineering informatics, project management, building energy management, quantitative analytics, and investment decisions. His research group, the Project intelligence & Management (PiM) Research Lab, focuses on applying advanced machine/deep learning/Large Language Models (MLDLLLM), metaheuristic optimization techniques, and data analytics (multivariate statistics, structural equation modeling (SEM), and Monte Carlo simulation (MCS)) in the following areas:
